Stephens is a small unincorporated community in Oglethorpe County with roots stretching back to Georgia's early agricultural frontier. The area was originally home to Creek peoples, who used the fertile land of northeast Georgia for hunting and farming. Following their forced removal in the early 19th century, settlers established farms and communities across Oglethorpe County, which had been created in 1793. Although the community remained small, these transportation networks ensured that it remained viable and connected within the broader regional economy.

Stephens' community life has always reflected its agricultural and rural identity. Churches played a central role in shaping the cultural and spiritual fabric of the town, while schools educated generations of residents. The close-knit character of the community fostered resilience and pride, even as economic shifts and population changes altered the landscape. Its proximity to Athens also gave residents access to cultural and educational opportunities beyond what the immediate area offered.
